Shakopee Mdewakanton Sioux Invests in The Grand Victoria Project

SAINT PAUL, MN – The Grand Victoria, a 90-unit mixed-used apartment community featuring more than 13,000 sq. ft. of ground-floor retail space along Saint Paul’s Grand Avenue, has a new investor – the Shakopee Mdewakanton Sioux Community (SMSC). Expected to open in early 2028, The Grand Victoria aims to revitalize a prominent neighborhood site currently occupied by the Victoria Crossing East Mall and what was once home to Billy’s on Grand. The SMSC is a lead investor in the project.

“We prioritize investments that align with our Dakota values of planning for the next seven generations,” said SMSC Chairman Cole W. Miller. “The Grand Victoria will help revitalize communities, attract new businesses, support local jobs, and contribute to the long-term economic strength of our region.”

Residential offerings will feature boutique rentals designed for modern living, complemented by private balconies and terraces and abundant indoor and outdoor spaces, including a grand residential lobby, an indoor/outdoor great room, and a wellness studio with fitness and sauna. Longtime Grand Avenue staple, Juut Salon, will return to the retail space and be joined by additional retailers. The site will provide a total of 121 underground parking stalls, including 99 dedicated resident spaces and 22 serving retail customers.
